Ok, apologies for the late reply!

1. My assumption is that what I am looking at here is an implementation of the requested dashboard, but that it is not connected to a real backend. If so, then I think it would have been better to keep this purely as a sketch for longer, rather than going for full styled HTML from the get go. So literal drawings on paper or using Balsamiq or nay other trivial sketching software, will reduce time to iterate.
2. There is no input field here where I can control that, so not sure what you are planning, but that is needed.
3. Not sure how WGs presentation is supposed to work, but I hope you remember that its a per group presentation.
4. Proposals there is no list.

So I think there is basically quite a bit missing here from a full proposal for the dashboard, I probably should just have reviewed it when done. When do you think that will be?
