Send Notification with the scoring period date.

## Configuration

Can be updated using `.env` file.

`TG_API_KEY_RU` - api key of the telegram bot for the Russion Version
`TG_API_KEY_EN` - api key of the telegram bot for the English Version

## Commands

`yarn` install dependencies

`yarn start-en` run english version in dev mode
`yarn start-ru` run russian version in dev mode
`yarn pm2en` run english version using pm2
`yarn pm2ru` run russian version using pm2
